This label was kindly sent in by email. I believe this is William Bourlet who traded in London, from 1808 to 1829. One of a number of Bourlet framemakers who worked in England in the 19th century, the most famous of them being James Bourlet and Sons.

Superior Mouldings and The Southern India Trading Co. (Madras?)
A label from the paper used to wrap picture frame mouldings, found in the back of a frame along with pages from a Madras, India, newspaper dated 1937. The first label on the blog from India is a very decorative example.
